		<item><title>Library Commission Vacancy</title><description><![CDATA[<P>The City of Salinas is looking for volunteers to fill a vacancy on the Library Commission, which advises the City Council. The Commission currently meets the third Thursday of each month at 6:00 p.m.. Commissioners serve indefinite terms and must be eligible to vote in Salinas’ municipal elections. </P>

		<item><title>City Council Redistricting Committee </title><description><![CDATA[<P>Salinas City Councilmembers are seeking application from citizens interested in serving on the City’s Redistricting Committee. The Redistricting Committee will advise the City Council on the adjustment of City Council district boundaries following the receipt of the 2010 federal decennial census. It is anticipated that the Committee would meet between April 2011 and March 2012 on dates and times as determined by the Committee. Each City Councilmember will appoint one representative. Applicants must be eligible City voters. </P>

		<item><title>2011-12 RFP for HUD Funds</title><description><![CDATA[<P>The City of Salinas is preparing its annual application to the U.S. Dept. of Housing and Urban Development for Community Development Block Grant (CDBG), HOME Investment Partnerships Act (HOME), and Emergency Solutions Grant (ESG) funding. The City expects to receive approximately $2.5 million in CDBG funds to address community development needs, $950,000 in HOME funds for affordable housing activities, and $100,000 for homeless services. The program year runs July 1, 2011 through June 30, 2012.</P>

<P>The City will consider funding requests from non-profit and for-profit organizations for qualifying activities. The RFP is available on-line at www.citydataservices.net (login and password SAL2011). Further information is available by calling Armando Barragan: (831) 758-7334 or email: <A title="Email armandob@ci.salinas.ca.us" href="mailto:armandob@ci.salinas.ca.us"><armandob@ci.salinas.ca.us</A>. The Salinas Fire Department reminds local residents that smoke alarms saves lives and need to be installed and maintained in every home. Having working smoke alarms can cut the chances of dying in a fire in half. In recognition of Fire Prevention Week the Salinas FD will hold an Open House on October 9, 2010, 9:00 a.m. - 3:00 p.m., at each of the <A title="Click here to find a fire station near you!" href="http://www.ci.salinas.ca.us/services/fire/stations.cfm">six fire stations</A> in the City. 		<item><title>November 2, 2010 Municipal Election </title><description><![CDATA[A general municipal election will be held in the City of Salinas on Tuesday, the 2nd day of November 2010 for the following officers:

<LI>Mayor, elected City-wide, for a full, <BR>two-year term</LI>
<LI>City Councilmember, District 2, for a full, <BR>four-year term</LI>
<LI>City Councilmember, District 3, for a full, <BR>four-year term</LI>
<LI>City Councilmember, District 5, for a full, four-year term</LI></UL>
<P>In keeping with the no-safe seat provision of City Charter Section 6.1, the office of City Councilmember for District 1, District 4, and/or District 6 would be filled for a two-year term in the event the incumbent were to file as a candidate for the Office of Mayor.</P>
<P>The polls will be open between the hours of 7:00 a.m. and 8:00 p.m.</P>
<P>The Nomination filing period opens on July 12, 2010. The regular nomination filing period closes AT 5:30 p.m. on Friday, August 6, 2010. If the incumbent Councilmember does not file during the regular filing period, the filing period for other candidates for that office will be extended to 5:30 P.M. on Wednesday, August 11, 2010. 		<item><title>Salinas City Council Seeking Qualified Applicants to serve on the Salinas Historic Resources Board </title><description><![CDATA[The Salinas City Council is now seeking qualified applicants to serve on the Salinas Historic Resources Board. The seven-member Salinas Historic Resources Board was created on April 27, 2010 by City Council Ordinance. <P>The Board is charged with identifying, protecting, preserving, and restoring Salinas’ historic sites and cultural heritage assets and transform them into future attractions for visitors and tourists. Applicants for the positions should have a demonstrated interest, competence, or knowledge in historic preservation, heritage preservation, or heritage tourism. To stimulate the local economy through heritage tourism, participation by members of the local business community will be needed for their business expertise, entrepreneurial spirit and vision in preserving and then marketing Salinas’ historic sites and heritage assets. The application deadline is June 30, 2010 at which time the City Council will make appointments to the Board from among the applications received. </P>
<P>At least two members of the Board must have professional qualifications in historic preservation fields because once formed, the Salinas Historic Resources Board must establish formal standards and procedures to designate additional historic resources and maintain an inventory of Salinas’ Historic Resources and Historic Resource Districts. Additional resources may be submitted by an owner as a local "Historic Resource" or by owners or as part of a larger Historic District. The Board will then recommend actions to the City Council on designation, alteration, construction, demolition and/or removal of "Historic Resources."</P>

		<item><title>Census 2010 Enters Next Phase</title><description><![CDATA[Door-to-door follow up visits for the 2010 Census begin May 1, 2010 and will continue through early July 2010. Local census takers will visit households that did not mail back a census form. All census takers carry an official badge and a shoulder bag - both with the Department of Commerce seal - and a binder. During a visit, census takers will show ID and hand respondents an information sheet explaining that their answers are confidential. The census taker will complete the questionnaire, which should take about 10 minutes. If no one is home, a "notice of visit" will be left at the door inviting the resident to call the census taker to complete the form over the phone.

		<item><title>Public Hearing-Draft Implementation Plan</title><description><![CDATA[<P>Beginning this summer (2010) property owners and building contractors will get new, terrific answers to your high energy bill (and carbon footprint) questions. The City of Salinas will be participating in a new financing program, called CaliforniaFIRST.</P>
<P><STRONG>CaliforniaFIRST Property Owner Information</STRONG><BR>The CaliforniaFIRST Program allows property owners to defer payment of weatherization and solar projects over time. It provides financing of energy efficiency and renewable energy projects on homes and businesses. For participating property owners, the cost of the project is repaid on your property tax bill over up to 20-years. Financing eligibility is based on the value of your property and the current status of property tax payments, not on personal credit.</P>
<P><STRONG>CaliforniaFIRST Launch: Summer 2010</STRONG><BR>The CaliforniaFIRST Program is scheduled to roll out in Salinas, and elsewhere in Monterey County beginning in summer 2010. 		<item><title>Public Hearing on Salinas Redevelopment Agency Draft Implementation</title><description><![CDATA[<EM><STRONG>March 23, 2010, at 4:00 p.m., <BR>City Council Rotunda, 200 Lincoln Avenue, Salinas CA 93901</STRONG></EM> 
<P>California Redevelopment Law (CRL section 33490) requires redevelopment agencies to prepare and adopt their implementation plan ("IP") every five years for all project areas. The Implementation Plan provides general guidance for the implementation of the Agency’s redevelopment Goals and Objectives. This is the third Implementation Plan created for the Central City and the Sunset Avenue Redevelopment Project Areas since the requirement initiated in December 1994.&nbsp; </P>
<P>The Implementation Plan Redevelopment Goals and Objectives cover the period from January 1, 2010 through December 31, 2014, (Fiscal Years 2009/10 to 2014/15). The Agency intends to interpret them flexibly so that the Agency may adjust to changes in circumstances, resource availabilities, potential projects and new opportunities. The Agency will provide a status and update report on the Plan at least once during this five-year period. A sub-component of this Implementation Plan is referred to in State Law as the "Affordable Housing Implementation Plan." It describes the use of the 20% housing fund set-aside during the ten-year period that ends on December 31, 2009, and starts anew with this plan.</P>

The Grievance Board serves as a fair and impartial hearing body for City employees' grievances and disciplinary actions. The Board meets on call, and Board members must be available to meet during regular business hours. Board members serve one five-year term and must be eligible to vote in Salinas municipal elections. The current vacancy is for the alternate Board member, who serves as needed.

		<item><title>Information Concerning the Salinas Safe Neighborhood/Essential Services </title><description><![CDATA[<P>Due to the economic downturn, the Salinas City Council was forced on June 30 , 2009, to reduce the FY 2009-10 City budget $13.2 million by eliminating 15 police officer positions, eliminating 4 firefighter positions, and reducing six paramedics and other vital City services. Faced with a $7.2 million budget deficit in FY 2010-11, the Salinas City Council (on July 21, 2009) approved a budget reduction plan outlining city services that would be eliminated or reduced no later than July 1, 2010. Many of these reductions will have a detrimental effect on the City’s ability to prevent and respond to crime in the City. In order to avoid the reduction of these and other critical services, the City Council will place a tax measure on the ballot on November 3, 2009, to ask Salinas’s voters to approve a one-cent local sales tax. This action recognized that new revenue will be required to provide necessary resources to the police department to combat escalating gang and youth violence, expand gang prevention programs, and support other critical services. This action also recognized that without new revenue, the City will have to eliminate critical public safety and gang prevention programs and critical services as described below. </P>

		<item><title>Census Day is April 1, 2010</title><description><![CDATA[<P>The City of Salinas is a Partner with the U.S. Census Bureau! The census is a count of everyone residing in the United States, both citizens and non-citizens. This includes people of all races and ethnic groups. The U.S. Constitution requires a national census once every 10 years. The census will show state population counts and determine the representation in the U.S. House of Representatives. Census questionnaires will be delivered or mailed to households via U.S. mail in March 2010. Census workers will also visit households that do not return the questionnaires.</P>

		<item><title>American Recovery and Reinvestment Act Stimulus Funds Received</title><description><![CDATA[The City of Salinas has received $2.956 million dollars to complete a rehabilitation project on East Laurel Drive between Natividad Road and North Sanborn Road that will consist of roadway pavement improvements, new median islands to include trees and shrubs with irrigation, storm drainage facilities, traffic signal upgrades, ADA pedestrian ramps, striping and signage, and improvements to MST bus stops. There will be a groundbreaking ceremony for this project on Thursday, August 27, 2009 at 3:30 p.m. at the Veterans’ Memorial Park located at 855 East Laurel Drive. The completion date for this project is expected to be January 2010. 		<item><title>Salinas Ag-Industrial Center Draft EIR - Notice of Availability</title><description><![CDATA[Salinas Ag-Industrial Center Draft EIR - <A title="Notice of Availability" href="http://www.ci.salinas.ca.us/services/commdev/pdf/EIR/NoticeofAvailability_EIR.pdf" target=_blank>Notice of Availability</A> <IMG title=new height=16 alt=new src="http://www.ci.salinas.ca.us/images/new.gif" width=16 border=0>

<P>The City of Salinas has prepared a Draft Environmental Impact Report (EIR) for the Salinas Ag-Industrial Center Project, a 257-acre project located to the south of the City’s current limits and bordered by Abbott Street, Harris Road, and U.S. Highway 101.&nbsp; The project proponents, The UniKool Partners, have proposed development of a range of agricultural industrial related uses including agriculture processing, agricultural processing related uses, and uses that produce products, equipment, or services that support agricultural related industries. The environmental impacts of this project have been analyzed in accordance with the California Environmental Quality Act. The EIR identifies several potentially significant project impacts for which implementation of mitigation measures is required. Potentially significant impacts have been identified in the areas of Agriculture, Air Quality, Climate Change, Cultural Resources, Geology and Soils, Hazards and Hazardous Materials, Hydrology and Water Quality, Transportation and Circulation, and Cumulative Impacts (Transportation and Circulation). Other impacts have been identified that will be mitigated through implementation of site design and development standards contained in the Specific Plan and/or through implementation of standard conditions of approval required by the City.&nbsp; Copies of the EIR, technical appendices to the EIR, and the Specific Plan are available for inspection at the John Steinbeck Library, 350 Lincoln Avenue (831) 758-7311 and at the Community Development Department, 65 West Alisal Street, Salinas (831) 758-7206. 		<item><title>2009 Housing Element Update</title><description><![CDATA[Each city in California is required to have a General Plan. One of the mandatory elements is a Housing Element. The <A title="2009 Housing Element - pdf document" href="http://www.ci.salinas.ca.us/services/commdev/pdf/09HousingElementDraf.pdf" target=_blank>2009 Housing Element</A> <IMG title="pdf document" height=16 alt="pdf document" src="http://www.ci.salinas.ca.us/images/pdf.gif" width=16 border=0> update represents the City of Salinas’ programs, policies and implementation measures to facilitate the housing needs for all segments of the community.
<P>Salinas’ regional "fair share of housing units is 4,076 dwelling units. Inclusive in the "fair share" are defined categories to address the affordable housing needs of Very low-income, Low-income, Moderate and Above-moderate households. The affordability range depends on a household’s income in relation to the median income of the jurisdiction. The estimated median income in Salinas is $46,4191 for a four person household.</P>
<P>Salinas’ fair share" of housing needs is based on figures received from the state Departments of Finance and Housing and Community Development. The regional council of governments: the Association of Monterey Bay Area Governments (AMBAG) is responsible to facilitate a process to distribute the required number of housing units within each jurisdiction in the region and adopt the RHNA (Regional Housing Needs Allocation). Following adoption of the RHNA each city in Monterey County and Santa Cruz County, as well as the unincorporated portions of each county is responsible for the updating of its General Plan Housing Element.</P>

		<item><title>Crime Tip 411</title><description><![CDATA[The Salinas Police Department has launched a new, modern way for the community to report crimes anonymously by sending a text message. This is in addition to We-Tip and other crime reporting hotlines. 
<P>A company called Citizen One Observer, based out of St. Paul, Minnesota provides a service called Tip 411. Tip 411 is an internet based tool that enables the public to text message an anonymous crime tip to the Salinas Police Department, and to allow the Salinas Police Department to respond back in an anonymous chat format. </P>
<P>Your crime tip by text is guaranteed to be anonymous, as your cell phone number is coded and scrambled once received at Citizen Observer, with the crime tip forwarded to the Salinas Police Department utilizing a combination of numbers and letters. The Citizen One Company and the Salinas Police Department will not be able to find out who you are. </P>
<P>Anyone with a cell phone can send an anonymous tip to the Salinas Police Department with the code "SPD831" to "847411" followed by a text message. Please note that Text message charges may apply to your account, depending on the terms of service.</P>
<P>Cell phone set up is easy:&nbsp; <BR>1) Under Contacts on your cell phone, establish a new group titled "847411" and save.<BR>2) Now go to your text messaging as you would to send a text message to someone<BR>3) In the "To" block (who your going to send it to), type in "847411".<BR>4) Drop to your text box - once in text box type in "SPD831" followed by a space. Letters do not need to be case sensitive. <BR>5) Then type in your crime tip and push send once your crime tip is complete. </P>
<P>An example tip would look like this:</P>
<P>SPD831 I know who shot the house at 123 Main Street. His name is Joe.&nbsp; </P>
<P>Once crime tip is sent, you will receive a message from Citizen Observer indicating the message is received by Citizen One and forwarded to the Salinas Police Department.</P>
<P>The Salinas Police Department can respond to the sender to ask for additional information.&nbsp; If the sender does not want any further contact, the sender only needs to push the "stop" or "end" button on their phone and the contact between the citizen, Citizen Observer and the Salinas Police Department is broken.&nbsp; </P>
<P>Crime tips received will be monitored by the SPD Community Services Unit and forwarded to the appropriate investigating unit. </P>
<P>For anyone calling in an emergency they should always use 911. Using the Citizen One Observer - Tip 411 does not replace any other crime reporting hotline such as We-Tip or any of the crime reporting numbers established by the Salinas Police Department.</P>

		<item><title>Anonymous Crime Reporting -  WeTip Hotline</title><description><![CDATA[Anyone wishing to anonymously report gang activity, crimes of violence or other any other crime are encouraged to call WeTip at 1-800-782-7463 (1-800-78-CRIME).&nbsp; Your call to WeTip is totally confidential, as you never have to give your name or other identifying information about you.&nbsp; Your phone conversation is not recorded or traced.&nbsp; The Salinas Police Department just wants your crime tip information.

<P>When you call We Tip, you will be speaking with a live operator.&nbsp; Because WeTip is staffed 24 hours a day, 7 days a week, you can call anytime, day or night.&nbsp; There are bilingual operators available as well.&nbsp; </P>
<P>Of course, if you are reporting any in-progress crime you should always call 911.&nbsp; In addition, you may also call in a non-emergency crime tip on the following numbers:&nbsp; 758-7321, 775-4222 or 758-7400 (Monterey County Joint Gang Task Force).&nbsp; These phone numbers are available to those that do not wish to speak to a live operator but desire to leave a crime tip.&nbsp; </P>
