Traffic Engineering
Development & Traffic Engineering is responsible for the review of development plans and proposals to ensure responsible growth within the City including traffic and transportation issues, as well as public infrastructure. Traffic Engineering services are provided to assure the safe and efficient movement of people and goods throughout the community.

The Traffic Improvement Program 
report represents the 2010 review of the City of Salinas’ (City) Traffic Fee Ordinance (TFO) program and, where appropriate, makes adjustments to the development impact fee based upon completed street construction, and revised project descriptions and cost estimates.
Neighborhood Traffic Management Program (Traffic Calming)
October 8, 2009The City of Salinas has adopted a Neighborhood Traffic Management Program (NTMP) to address and resolve Salinas neighborhood traffic concerns. These new tools and their appropriate applications provide a response to the negative effects of speeding and traffic volumes on Salinas neighborhood streets.
The Institute of Transportation Engineers defines “traffic calming” as “the combination of mainly physical measures that reduce the negative effects of motor vehicle use, alter driver behavior, and improve conditions for non-motorized street users.”
